PURPOSE
This contest is to be held as a main event of "Izuminomori Cello and Double Bass Festival 2001" in commemoration of the fifth anniversary of Izuminomori Hall and entering into the 21st century. Through this project, we aim to find, promote and support promising young players, and to achieve wide interaction among the players and citizens of Izumisano. With the purpose of contributing to cultural development and progress of the area, this is intended to be a contest open to the entire world to make Izumisano worthy of its title, ' The Welcome City of the World '.

INTRODUCTION OF IZUMISANO CITY
The city of Izumisano is located in the southern part of Osaka prefecture, between Osaka and Wakayama, surrounded by its beautiful nature with Osaka bay at its north and the Izumi Mountains at its south, having a population of 98,000.In September 1994, "Kansai International Airport" was opened on the sea 5km off the coast from Izumisano city as the Asian hub airport operating 24 hours a day.As the town closest to the World, the city of Izumisano has been advancing its development with the spirit of "Izumisano, the Welcome City of the World, where people gather and the town shines" as its basic policy.Now, as the 21st century is approaching, we are pleased to announce the opening of "Izuminomori Cello and Double Bass Festival 2001" utilizing the favorable location of the town with the airport. We will be delighted to welcome as many participants as possible from both inside and outside Japan.

SCREENING / JUDGEMENT


First round　　　May 8, 2001 (Tuesday) and May 9, 2001 (Wednesday)
The judgement will be made during an open performance. 　(free entrance / no entrance of children under 6 years old is permitted.) 　The order of the performance shall be determined by the organizer.
Second round　　　May 10, 2001 (Thursday) and May 11, 2001 (Friday)
The judgement will be made during an open performance. 　(free entrance / no entrance of children under 6 years old is permitted.) 　The order of the performance shall be determined by the organizer after the result of the first round is announced.
Final contest　　　May 13, 2001 (Sunday)
The judgement will be made during an open performance. 　(entrance fee ￥1,000 / no entrance of children under 6 years old is permitted.) 　The order of the performance shall be determined by the draw by the competitors of the final themselves 　after the result of the second round is announced.
※In case of too many applications, a preliminary judgement by audio tape and/or a simultaneous judgement 　　for both sections with the judges separated for each section may take place for the first round. In that 　　case, the notice will be given after the application is closed.

APPLICATION GUIDANCE

【Qualification】


Open to all nationalities and academic background. Participants must be at the age of between 16 and 35 years old as of January 1, 2001.

【Application Procedure】


Fill in the application form attached to the application guidance. Along with 2 photographs (color, 4×3 cm, bust shot / one of the two photos must be attached to the application form), the participation fee and the proof of the birthday (e.g. copy of student ID, driver's license, resident card, passport, etc.), send to the Festival Bureau by registered mail with cash. Or the participation fee may be sent by bank wire (remittance fee should be covered by the applicant) while the other documents are delivered by mail.
※No participation fee shall be returned once mailed or wired.

【Application Period】


January 6 (Saturday) through February 28 (Wednesday), 2001 The application should be received by the festival bureau no later than February 28th.

【Approval of Participation】


○The participation shall be deemed approved at the time all the required documents including the application form along 　 with the participation fee are received by the festival bureau. However, if the presentation of the musical score is required 　 after the application form is sent out, the approval will be valid at the time the required musical score is received.
○At the time the approval of the performance is given, the participation pass will be issued by the festival bureau and the 　notice will be given to each participant.
○The date and time of performance shall be noticed to each participant by the end of March past the deadline of the 　 application.

【Notes】


○Participants must carry the participation pass throughout the entire rounds including the first, second and the final, and 　 must be present at the time and place designated to be noticed later. Those who do not show up on time may disqualify.
○When an withdrawal becomes unavoidable, the notice must be given to the festival bureau immediately.
○All expenses occurred for transportation and lodging must be born by participants. However, a part of the transportation 　 cost of the instruments for the participants from overseas will be subsidized. (Up to 30,000 yen for cello and up to 50,000 　 yen for double bass.)
○Upon the prior request at the time of application, finding of a provision of the transportation means for the 　 instrument (double bass only), practice space and the homestay lodging by volunteers during the contest period 　 can be assisted. However, the request may be declined when there are too many requests.
○For the non-Japanese participants with their residence outside Japan, an official accompanist can be arranged 　 upon request at the time of application.
○No contact to the jury members through the entire period of contest is permitted.

【Notes】
○The change of the piece to be performed is not allowed once the application is made.
○The free choice of the music for the double bass contest should be a different one from the compulsory piece
　 performed for the first and second rounds.
○The performance should be made from memory in all rounds.
○The musical score will not be returned once submitted.
○The order of the performance will go along with the order of the list of compulsory pieces.
○The accompaniment must be made by piano only.
○The performance during the first and second rounds may be stopped in the middle of the piece.
　 However, it will not affect the judgement.
